Romney Named Cofer Black of Blackwater USA as Head Counterterrorism Policy Chief. In April 2007, Mitt Romney named J. Cofer Black, vice chairman of Blackwater USA and former state department official, as his “Senior Adviser for counterterrorism and national security issues.” In September 2007, Romney expanded Black’s role, naming him as chair

Black: “When We’re Through With” Al Qaeda, “They Will Have Flies Walking Across Their Eyeballs.” During a September 13, 2001 exchange with President Bush, Cofer Black, then head of the CIA’s counterterrorism center, vowed to destroy Al Qaeda operatives in
Afghanistan. “When we’re through with them,” Black said, “they will have flies walking across their eyeballs.” The imagery prompted Black to be known as “the flies-on-the-eyeballs guy” within the administration. Black Told His Men To Chop Off Bin Laden’s Head With a Machete, Bring It Home in a Box. Prior to their entry into Afghanistan, Black gave his core CIA special-ops team “direct and macabre directions,” telling his men that “bin Laden and his thugs” should be killed rather than captured. “I want to see photos of their heads on pikes,” he said,
“I want bin Laden’s head shipped in a box. I want to be able to show bin Laden’s head to the President.” To one of his covert operatives, he gave more complete instructions: “Take a machete and walk off his head, and you’ll get a bucketful of DNA, so you can see
it and test it.
